Mine was a $20 eBay cheapie ... seems to do the job. Its not "intended" for use while exersizing, but seemed to do the job.
As to cycling, I swapped to cycling some years ago for the same reason that I could exactly regulate my HR while not "stopping" ... gear choices help
I don't really like stationary bikes, the natural ups and downs are better "natural rest" times for me. (naturally each to their own)
I also don't like what jogging does to my knees and have found skiing much better (that's cross country) ... I turn to roller blading (with the poles) in the non snow times
