I guess most people like to chat starting at 5:00 EST before dinner.
Last week I went on at around 7:30 and 2 stragglers were just leaving....then I was all alone....playing all by myself....

Generally, the chat is occupied 5-8 PM EST on Sunday evenings. Sometimes it's a little slow getting started, sometimes it ends a little early, sometimes it goes a little late. There are no real rules, other than a common time to get together. I probably won't stay till 8 tonight, since there are some steaks that need grilling about then.
