The definition of an INR for a person not taking warfarin is 1.0. Any number below 1.0 is meaningless - only due variation in the testing.
A common misconception is that the lower under 1.0 it goes, the more likely you are to clot. This is not true. The INR is a measure of warfarin's ability to prevent clotting. If you are not taking warfarin the INR will reflect this, not the likelihood of clotting.
