Performing a tatoo while in anti coagulation inr 2.0 to 2.8 range

Hi good evening, y want to perform a tattoo, I have a mechanic aortic valve implant, and have to be with 2.2 to 3.0 INR. My doctor says there is no problem because is in the skin, but in the web it is contraindicated with anti coagulation therapy.

Has anyone undergone a tattoo procedure with this INR level ?
