A just published study from Taiwan showed that Asians seem to have less risk for clotting than others. A study of 563 valve patients over six years found that an INR of 1.9 was sufficient to have few clotting problems. They did find an increased risk of clotting with mitral valves. This seems consistent with the fact that the Factor V Leiden clotting disorder occurs only in people who have at least some Caucasian ancestry.
