I saw the toy on the TV, and suspect it has nothing to do with the 9/11 tragedy. It does not depict a plane flying into a building from my viewpoint. It's simply a toy plane suspended between two buildings, so it can be spun by a child's hand. They had other spinnable toys suspended between trees or other tall objects the same way, all rather crudely done, all for the same market.
I believe they were not manufactured to create a furor or political statement, but simply as cheap toys that have a spinning motion. The one design in question was likely developed and used out of simple ingorance of what Americans would relate it to, probably in China. The 9/11 attack is a big deal to us, and is well-known in most of Europe, but wasn't very big news much of anywhere else. The companies involved are probably horrified that people took it that way, as their reputations have been damaged, and they have suffered financially from having to pull the toys off the market. There really doesn't seem to be any gain in this for them.
