They're getting a higher rate now because the Delta variant is more contagious and they got vaccinated early so they're seeing their effect of the vaccine wane quicker than most of us. However if you look at the data and read the articles it will show that people who are vaccinated are much less likely to end up hospitalized or very sick. So basically what you're saying, if you're referring to the Israeli situation, is that people should get vaccinated and that booster shots at 6 months would be a good idea.
