As understand it, what this person is trying to do is cure heart failure by improving heart muscle conductivity with ASC. This might also be useful in the case of SSN or heart block.
However, a lack of muscle conductivity is not what causes arrhythmias.
Most arrhythmias are cause by a disorganized firing of of muscles, which generally is a result of alternative path ways for the electrical impulses that time the heart contractions. As in the case of AF, small groups of muscle fibril start firing off self-generated impulses resulting in kind a "free-for-all", so that instead of the whole muscle pulling like a dog sled team, you have kind of a twitching- a group of dogs fighting each other.
